Context
Tharcisse Muvunyi hed the office of Commander of the Ecole Sous Officiers (ESO). He was appointed to this position on the 7th of April 1994 after his superior officer, Colonel Marcel Gatsinzi, was appointed acting Chief of Staff of the Rwandan army.
