Context
Pheneas Munyarugarama was the highest ranking military officer at Gako camp, Nyamata secteur, Kanzenze commune, Bugesera region of Kigali-rural prefecture between early 1993 and 14 May 1994. He was appointed as the commander of Gako camp in early 1993 and served in that capacity until the camp was captured by RPF soldiers on or about 14 May 1994. Hewas in command of the four battalions based at Gako camp.
