Context
Juvénal Uwilingiyimana was a member and secretary of the committee préfectoral of the Revolutionary Movement for National Development ("'MRND"') in Gisenyi préfecture from 1992 to 1994, and as such had effective control of the militia of the MRND, known as the Interahamwe, in this préfectureI. He was a founder and member of the organization of the Interahamwe in the Musasa Secteur, Kayove Commune, Gisenyi Préfecture, and as such had effective control of the Interahamwe in this secteur.
