Context
Clément Kayishema He was appointed to the position of Prefect of Kibuye on 3 July 1992, and assumed his responsibility as Prefect soon after. Clement Kayishema acted as Prefect of Kibuye until his departure to Zaire in July 1994.
Obed Ruzindana s a commercial trader in Kigali during the time period in which the crimes alleged in this indictment occurred.
