Context
Dragoljub Kunarac was the leader of a reconnaissance unit of the Bosnian Serb Army (VRS) which formed part of the local Foča Tactical Group.
Radomir Kovač was one of the sub-commanders of the military police of the VRS and a paramilitary leader in the town of Foča.
Zoran Vuković was one of the sub-commanders of the military police of the VRS and a member of the paramilitary in the town of Foča
