Sergei Ivanovich Kobylash was Lieutenant General in the Russian Armed Forces and Commander of the Long-Range Aviation of the Aerospace Force at the time of the alleged conduct. Viktor Nikolayevich Sokolov was Admiral in the Russian Navy and Commander of the Black Sea Fleet at the time of the alleged conduct. Both suspects are not in ICC custody.
