Context
Haibatullah Akhundzada is the Supreme Leader of the Taliban and Abdul Hakim Haqqani is the Chief Justice of the Taliban, both exercising de facto authority in Afghanistan at least since 15 August 2021. Both suspects are not in ICC custody.
